    Mr. Wakuda was appointed to the current role in June 2024.
    He supervises securing stable supply of natural resources including oil, natural gas, coal, geothermal and mineral resources, and maintaining fuel supply network including refineries and service stations.
    He is also responsible for promotion of low carbon fuel including SAF and e-fuel and CCUS/Carbon Recycling.

    Mr. Wakuda has diverse experience in Natural Resources and Energy field.
    In 2020-2024, he served as President at Japan Organization for Metals and Energy Security (JOGMEC), after holding several positions in ANRE such as Deputy Director-General of Natural Resources and Fuel Department, Director of Oil and Gas Division, and Director for Energy Strategy.

    Dr. IIMURA Akiko is the Executive Director of NEDO overseeing the Technology and Innovation Strategy Center, the Hydrogen and Ammonia Department, the Renewable Energy Department, and the Circular Economy Department.

    After joining the Ministry of International Trade and Industry (MITI, currently Ministry of Economy, Trade and Industry, METI), in 1994, Dr. Iimura worked on global environmental issues and international energy policies, including the Kyoto Protocol negotiations at COP3 to the United Nations Framework Convention on Climate Change and the stabilization of the international oil market after the 9/11 terrorist attacks in the United States. In recent years, she has been widely involved in developing science, technology, and innovation policies, such as strategy planning and evaluation for national research and development projects, promotion of university startups, industry- academia-government collaboration, STEM human resource development, enhancement of research integrity and sensitive technology management.

    Dr. Iimura received a Doctor of Philosophy in Engineering from Tokyo Institute of Technology in 2018, a Master of Arts in Law and Diplomacy from the Fletcher School, Tufts University in 2001, and a Bachelor of Mechanical Engineering Science from Tokyo Institute of Technology in 1993.

    Dr. Nuki Agya Utama is a distinguished energy and sustainability expert with deep experience in regional energy cooperation, transition policy, and pragmatic decarbonization pathways across Asia. Currently serving as the Director of the Asia Zero Emission Center (AZEC) under the Economic Research Institute for ASEAN and East Asia (ERIA), he leads initiatives to support ASEAN and partner countries in crafting realistic, inclusive, and secure low-carbon strategies.

    Dr. Nuki previously served as the Executive Director of the ASEAN Centre for Energy (ACE), where he played a pivotal role in shaping energy policies and roadmaps for Southeast Asia, including on the ASEAN Power Grid, energy security frameworks, and regional energy outlooks.

    He brings a strong commitment to solving the energy trilemma—security, affordability, and sustainability—through coordinated regional strategies, innovation in bioenergy and hydrogen, and the development of carbon pricing and transition finance mechanisms. His leadership spans cross-sectoral programs covering power systems, transport, and industry, with a focus on balancing economic growth and climate commitments.

    Dr. Nuki is a frequent speaker at international energy forums and a key contributor to regional policy platforms. His recent work includes advancing decarbonization roadmaps, promoting green industrial zones, and facilitating the development of voluntary carbon market guidelines and clean fuel alternatives like sustainable aviation fuel and green hydrogen.

    A passionate advocate for practical, country-tailored approaches, he emphasizes data-driven planning and inclusive stakeholder engagement to avoid “wrong” investments that risk undermining environmental and economic security in developing economies.

    Principal Deputy Assistant Secretary for Fossil Energy and Carbon Management, U.S. Department of Energy (DOE)

    Tala Goudarzi joins the office of Fossil Energy and Carbon Management (FECM), having worked across the energy industry, both in the public and private sectors.

    Prior to the U.S. Department of Energy (DOE), Tala served as Senior Advisor to the President and CEO of the Edison Electric Institute (EEI) where she corresponded directly with stakeholders and developed campaigns and policy initiatives to address industry challenges, including resource adequacy issues driven by rising AI energy demand.

    Tala also acted as Public Affairs and Policy Advisor to the President of Sempra Infrastructure (SI) providing strategic briefings to leadership for high-stakes engagements, orchestrating executive appearances to align with corporate objectives and facilitating key partner relationships, contributing to the final investment decision (FID) of SI’s Port Arthur LNG Phase One. She also served as Advisor for Strategic Initiatives at the Texas Oil and Gas Association (TXOGA), managing member relations, writing organization content and expanding advocacy through PAC and industry events.

    Before moving to Texas, Tala represented the U.S. Department of Commerce as Senior Advisor to the Chief of Staff and Special Advisor to the Secretary. Here, she advised the Secretary and Chief of Staff on Department-wide organizational and policy issues, including, but not limited to, energy policy and advocacy issues, American Workforce Policy Advisory Board, opportunity zones, economic development, foreign direct investment, and privacy shield. She represented the U.S. Government in trade delegations and met with foreign dignitaries and Heads of State regarding United States trade goals. Tala was also appointed to be the First Lady’s “Be Best,” Ambassador for the Department of Commerce. Prior to Commerce, Tala served as an Advisor to the Secretary at the DOE, where she coordinated and managed the Secretary’s internal agenda and acted as a liaison for all matters pertaining to the Secretary’s foreign and domestic travel and protocol guidelines.

    Tala Goudarzi brings a wealth of experience in energy policy, strategic communication, and stakeholder engagement across both the public and private sectors. With a proven track record in policy development, trade relations, and infrastructure advancement, she remains committed to driving innovation and secure, reliable and abundant energy solutions at the U.S. Department of Energy.

    Tala holds an undergraduate degree from the University of North Carolina at Chapel Hill and an MBA from the University of Texas at Austin.

    Suwanto is currently the Head of the Fossil, Hydrocarbon and Mineral (FOM) Department at the ASEAN Centre for Energy (ACE), an intergovernmental organisation within the Association of Southeast Asian Nations (ASEAN).

    He is leading ACE's work on the topics of fossil fuels and the decarbonisation efforts, including clean coal technologies, methane emissions management, CCS/CCUS and hydrogen technology.

    He has experience in energy project development and implementation, technical studies, stakeholder engagement and capacity building initiatives.

    He holds a master’s degree from the University of Freiburg, Germany, majoring in Sustainable Systems Engineering. Prior to his master’s degree, he served as a Petroleum Engineer at a multinational oil and gas company in Indonesia.

    Mr. Ding Yongfu, male, born in July 1961, is a senior professor-level engineer, recipient of the State Council Special Government Allowance, and winner of the National Science and Technology Progress Award (First Prize). He currently serves as Deputy Secretary-General and Director General of the Planning and Finance Department of the China Electricity Council (CEC), as well as the Director General of the CEC Electric Power Equipment and Supply Chain Branch.

    Mr. Ding has successively held positions including Chief Engineer and Deputy Director General of Xi’an Power Supply Bureau; Director General of Production Technology Department and Chief Engineer of State Grid Northwest China Grid Company Limited; and Deputy Director General of the Construction & Operation Department and DC Construction Department of State Grid Corporation of China (SGCC). Since May 2015, he has been General Manager and Chairman of SGCC DC Construction Company.

    For many years, Mr. Ding has been engaged in the planning, construction and operation of urban distribution networks, the development and management of 750 kV power grid projects, and the construction and management of HVDC and ultra-high-voltage (UHV) transmission projects. He has served as Deputy Chief Commander for the organization and planning of major power-grid projects, has received numerous science and technology progress awards at both national and industry levels, and has been repeatedly honored for his outstanding contributions to major power-grid construction.

    Implementation of R&M/ Life Extension program for efficiency & environmental improvement of coal based power Plants.

    Design policy roadmap to reduce Minimum Technical Load of coal based power plants for low cost integration of renewable energy into grid. Initiated countrywide flexibilisation study/test, identified measures, prepared compensation methodology, framing regulation and notified phasing plan for nationwide implementation of 40% Minimum Technical Load. Published a comprehensive report “Flexibilisation of coal fired power plants- A Roadmap for achieving 40% technical minimum load” including operating procedures, actual field test reports, challenges of flexibilisation.

    Implementation of pollution control devices at coal based power plants for compliance of new emission norms. Prepared “Plant location specific emission standard” report and “A review report on new SO2 norms” for smooth implementation of FGD at generating units in the country.

    Conducting study/test at coal based power plants for efficiency improvement, flexible and low carbon supply of electricity under International cooperation with Japan, Germany and Denmark.

    Paweł Gładysz, Ph.D. is an Assistant Professor at the Faculty of Energy and Fuels, AGH University of Krakow, Poland.
    He obtained his Ph.D. in Power Engineering from the Silesian University of Technology in 2015.
    Since 2010, he has been involved in numerous research and industrial projects in the areas of thermal engineering, modelling and optimization of thermal processes – primarily focused on carbon capture, utilization and storage (CCUS) technologies and combined heat and power (CHP) systems.
    His expertise also includes life cycle assessment, both ecological (LCA) and techno-economic evaluations, and energy policy.
    Between 2021 and 2024, he led the CCUS.pl project, which developed a strategic roadmap for the implementation of CCUS in Poland.
    Since late 2024, he has been serving as a co-founder and President of the Board of the CCUS Poland Association.

    Oliver Then has worked in the RWE Group, a leading European utility, since 1991. Starting as a young engineer at the generation arm of RWE, he worked in different power stations. During the following years Oliver hold different positions within the RWE headquarters in Essen ranging from R&D project management, power plant project development and management to operational support of international affiliated power stations. For more than 10 years he has been working in the new build project department. Later he was heading the department for Mechanical Engineering covering turbomachinery, water treatment, coal handling and thermodynamics and process engineering. The projects covered the full range of size, technology and fuels either in Germany and on European sites. He also supported international consultancy activities and internal organisation and efficiency projects.

    In October 2013 Oliver Then joined VGB PowerTech e.V. (now under the new brand vgbe energy) in Essen, the International Association of energy asset operators. Founded in 1920 vgbe with more than 420 members is supporting their operational business and strategic challenges. Key tasks of the association are know-how management and dissemination, publishing of industry standards and technical publications and engineering consultancy. At vgbe Oliver Then was at first overseeing Power Plant and Environmental Technologies covering all aspects of conventional power plants and environmental issues. Since 01 April 2018 he was appointed Executive General Manager of VGB PowerTech e.V. as well as its sercive company PTS GmbH and the VGB Research Foundation. Under his lead vgbe is focussing on all aspects of the future energy system with a specific fous on RES and hydrogen.

    Mike Teke is the CEO of Seriti Resources Holdings which he co-founded in 2018.
    His qualifications include a BA (Ed), BEd, BA (Hons) and an MBA.

    Mike has held HR roles at several companies including Unilever from 1992 to 1994, Bayer from 1994 to 1999, BHP Billiton from 2000 to 2005 and Impala Platinum from 2005 to 2007. Upon his departure at BHP Billiton, he became a founding member of Optimum Coal from 2007 to 2012 where he took on the role of CEO, and later Non- Executive Chairman until 2015.

    Mike was also the VP of the Chamber of Mines in SA between 2011/12 and subsequently became the President from 2013 to 2017. He became the Chairman of the Richards Bay Coal Terminal Board in 2012 and stepped down in 2016 to become a Non-Executive Director and Chairman of the Remuneration Committee.

    Mike currently serves as Executive Chairman and controlling shareholder of Masimong Group Holdings and Non-Executive Chairman for a number of companies, including Rolfes, Anchor Group, and is the Chairman of Council at the University of Johannesburg. Mike is also a Non-Executive Director of ARB, Halewood and Mouton Citrus.

    Dr. Shinichi Taniguchi has 30 years of professional experience in the energy industry. He began his career at a leading energy company, where he played a key role in energy policy, power generation technology, energy economics, clean development, and energy efficiency initiatives across the Asia-Pacific region. He provided expert insights to energy authorities and utilities during this time.

    Dr. Taniguchi has extensive experience in developing overseas energy projects through public-private partnerships (PPPs) and is recognized as an expert in renewable energy development, energy policy, power generation technologies, and improving energy efficiency.

    Since joining Kawasaki Heavy Industries, he has been actively involved in developing strategies to achieve carbon neutrality. He has led initiatives focused on carbon neutrality through hydrogen power generation and the development of carbon capture, utilization, and storage (CCUS) business strategies.

    Dr. Taniguchi earned a Bachelor of Liberal Arts, specializing in laser physics, from the University of Tokyo. While working in the private sector, he also obtained a Doctor of Philosophy (Ph.D.) in international studies, with a specialization in energy economics, from Waseda University. He is also a certified Professional Engineer in Mechanical Engineering.

    Mr. Ikeda has been serving as the Chief Manager of the Coal Ash Utilization Group in the Power Generation Division at Chugoku Electric Power Company since April 2025. After joining the company in 1996, he was involved in the installation and operation of an early-stage plant in the early 2000s, which later evolved into the current Granulated Coal Ash (GCA) plant operating at the Misumi Power Station. His main responsibilities have included the development and promotion of technologies for the effective use of coal ash as civil engineering materials, as well as supervising civil engineering works at nuclear and thermal power plants. Drawing on these experiences, he is actively contributing to further technological advancements aimed at expanding the effective utilization of coal ash

    Nor A’in is currently the General Manager for PETRONAS Carbon Capture & Storage (CCS) in Carbon Management Division (CMD) and CEO of PETRONAS CCS Solutions. She graduated with a Bachelor of Mechanical Engineering from Rensselaer Polytechnic Institute (RPI) in Troy New York, USA in 2001. In 2016, Nor A’in has obtained Project Management Professional (PMP) certification from Project Management Institute.

    Nor A’in started off her career in oil and gas since 2001 with ExxonMobil and in 2007 she pivoted to serve PETRONAS. Ever since, Nor A’in carried instrumental role in various offshore field development execution carrying the function as both regulator and project developer for offshore Malaysia hydrocarbon fields. Her experiences include Malaysia deep water projects Gumusut Kakap and Malikai and PETRONAS flagship project Kasawari. Her rich experience of 23 years in managing projects has been a valuable contribution to her subsequent assignment under Corporate in 2020. She has been tasked to undertake PETRONAS Portfolio Intervention and Transition with the other 6 team members in charting new portfolio for PETRONAS to ride the era of energy transition.

    Currently, she is leading the construct of CCS Business for PETRONAS new venture by introducing different sets of thinking and perspective whilst observing compliance to technical commercial assurance and risk management. It is evident that her solution focus approach and her experience as Project Director of Kasawari Project, mega project with complexity of high contaminants, geopolitical and techno- commercial challenges has come into play to the CCS Business development that she is leading in PETRONAS.

    She has been identified as one of the Thought Leaders in Sustainability upon her completion of Leadership Program on Sustainability in 2022; a joint program delivered by World Business Council for Sustainable Development (WBCSD), Yale University and IMD.

    She has also successfuly completed Cambridge University - Strategic Thinking for the CXO in pursuit of strengthening the effectiveness of her leadership in PETRONAS

    Mr. Terazawa has been leading the Institute of Energy Economics, Japan (IEEJ), one of the leading energies thinktanks in the world, to present pathways to achieve carbon neutrality as well as to recommend measures to enhance energy security for the governments and industries since he became the Chairman and CEO of IEEJ in July 2021. He has been a very active global speaker in the discussions concerning global climate issues and energy security. Before joining IEEJ, he supported the then Minister Yasutoshi NISHIMURA as the Senior
    Advisor of the Cabinet Office between January and June 2021 to assist the Government’s response to the Covid-19 pandemic and the formulation of the Growth Strategy including the Japanese “Green New Deal”.
    Earlier, he served at the Ministry of Economy, Trade and Industry (METI) of Japan where he held leading positions including the Vice-Minister for International Affairs. In this role, he assisted the then Prime Minister Shinzo ABE, participating in many of the meetings with the leaders of the world. He also played a crucial role in the coordination for the 2019 G20 Osaka Summit. Through September 2011 to December 2012, he served as the Executive Secretary to the then Prime Minister Yoshihiko NODA. During this period, he assisted the Prime Minister on the Government’s multiple challenges to deal with the aftermath of the Great East Japan Earthquake.
    He has been the Senior Specially Appointed Professor at the Tokyo University of Science, teaching international negotiations since January 2020. He is a graduate of the University of Tokyo’s Faculty of Law. He also studied at Harvard University in the United States, where he earned MBA in 1990. He was born in January 1961 in Osaka, Japan.

    He is also the Minister for Veterans and the Member for Broadwater.

    The son of migrant cane farmers and small business owners, David was born and raised in Ingham, North Queensland.

    He holds a degree in Journalism from James Cook University and worked in print, radio and television before moving into politics. He served two terms on Townsville City Council between 2004 and 2012, including the last four as Deputy Mayor.

    In 2012, David was elected as the Member for Mundingburra and was appointed as the Minister for Local Government, undertaking sweeping reforms to empower local leaders.

    Following the 2013 natural disasters in Bundaberg and the North Burnett, David's responsibilities expanded to include Community Recovery and Resilience. Between 2013 and 2015, he overhauled the way Queenslanders recover and rebuild their communities after natural disasters.

    In 2017, David was re-elected to the Queensland Parliament to represent the people of Broadwater. He was elected Leader ofthe Opposition in 2020.

    David is a passionate rugby league supporter and enjoys getting back to his roots by spendingtime on his small cane farm near Ingham.

    Carlos Fernández Alvarez, a Spanish national, with thirty five years of experience in the energy sector, joined the International Energy Agency as the Senior Energy Analyst in 2010. He has contributed for many of IEA publications, included the World Energy Outlook, World Energy Investment and a number of country Policy Reviews. He is responsible for the Coal Report publication series (former Medium- Term Market Report) and the relations with the IEA Coal Industry Advisory Board (CIAB). As acting Head, he has led the Gas, Coal and Power Markets Division for 27 months in 2016, 2022 and 2023.

    Carlos started his career as a project engineer and consultant, involved in design, building, operation and maintenance of power plants. In 2001, after 10 years in the private sector, he became a civil servant with the Spanish Government. In 2003, he was appointed Deputy Director for Mining in the Directorate of Energy Policy and Mining. In 2007, he became Director of the Spanish Coal Agency, the body responsible for the coal sector and the economic development of the coal mining areas in transition in Spain, position he held until he took up duty at the IEA.

    Carlos holds a Master Degree in Mining Engineering (Universidad Politécnica de Madrid), in the speciality of Energy and Fuels).

    Suwanto is currently the Head of the Fossil, Hydrocarbon and Mineral (FOM) Department at the ASEAN Centre for Energy (ACE), an intergovernmental organisation within the Association of Southeast Asian Nations (ASEAN).

    He is leading ACE's work on the topics of fossil fuels and the decarbonisation efforts, including clean coal technologies, methane emissions management, CCS/CCUS and hydrogen technology.

    He has experience in energy project development and implementation, technical studies, stakeholder engagement and capacity building initiatives.

    Mr. Tsukamoto is a mining engineer who has been keenly developing his capacity and knowledge while serving METI Japan for 33 years where he embarked on his professional career after graduating from Kyushu University. He had been engaging in policy formulation on quite a wide range of subjects from energy, industry to environment, including serving in MMAJ (now JOGMEC)’s Canberra Office. In 2010, he added a new dimension to his career of teaching at the University of Tokyo, Keio University, and Tokyo University of Science and by serving as a high-level advisor for a Japanese electronics company. It is natural that the continued focus of his interest is start-up business support, regional development, and support of manufacturing industries, in addition to advocacy of roles of key fuels in energy transition and innovative formulation of optimal fuel mix.

    He took the current office in 2015 and has been in the position to date. During his tenure, the world has seen tremendous innovation of technologies, and the energy sector is not an exception. He is convinced JCOAL can sustain and further develop its values through working out energy transition related studies and projects for future carbon neutrality with innovative technologies and collaborative frameworks.

    Paul Baruya is the Director of Strategy and Sustainability at FutureCoal.

    Paul joined FutureCoal in 2022, where he supports advocacy for advanced coal technologies in a carbon neutral future and the strategic role of coal in developing economies.

    He comes with a background in environmental consultancy at AEA Technology (now Ricardo), where he devised the New Entrant Reserve CO2 allocation for new power plants and industrial facilities and was involved in numerous projects involving end-user energy efficiency and CO2 reduction campaigns.

    He also has experience in long-term forecasting and modelling of global coal and gas markets at IHS Global Insight (now IHS Markit), and energy use and emissions from power generation, steel, cement, and transport sectors.

    Previous to FutureCoal, Paul was a senior analyst at the International Centre for Sustainable Carbon, a Technology Collaboration Programme of the IEA, studying the cost structures of mining, coal and gas competition in Asia, energy in Africa, and global biomass resources.

    Holly Krutka is the Executive Director of the University of Wyoming School of Energy Resources – overseeing an interdisciplinary academic, outreach and research program focused on serving the Wyoming energy and extractive sector. She came to the university after serving as the Vice President for coal generation and emissions technologies at Peabody and previous to that was with Tri-State Generation and Transmission, Shenhua Group and ADA-Environmental Solutions. Dr. Krutka holds three patents focused on carbon capture, has served in leadership positions in the National Coal Council and the Carbon Utilization Research Council, has participated in the Carbon Capture Coalition, as a judge on the Carbon XPRIZE competition and the Carbon Removal XPRIZE competition, is a board member of the Western Research Institute, an ex-officio board member of the Wyoming Energy Authority and a committee member on the Idaho National Laboratory Energy and Environment Science & Technology Strategic Advisory Committee. Dr. Krutka holds a bachelor’s degree, graduating magna cum laude, and a Ph.D. from the University of Oklahoma, both in chemical engineering in 2003 and 2007, respectively.

    Jarad joined the Institute as Chief Executive Officer in October 2021, bringing with him over 20 years of international collaboration and leadership on clean energy and sustainable development. He has broad expertise in energy and deep experience in Carbon Capture and Storage, having worked with many countries, multilateral organisations, NGOs, and companies on technology development and deployment and government policy.

    Prior to joining the Institute, Jarad led the Office of Strategic Planning, Analysis, and Engagement within the U.S. Department of Energy’s Office of Carbon Management. Earlier responsibilities included managing research, development, and demonstration programs for advanced power systems and environmental stewardship. His professional experience includes life cycle analysis, process engineering and materials science.

    Jarad holds a Bachelor of Science degree in Chemical Engineering from Kansas State University and a Master of Science degree in Chemical Engineering from the University of California at Berkeley.

    Benn is the Director at Low Emission Technology Australia (LETA), leading the business and project development function.

    LETA is an Australian coal industry funded investment mechanism, providing non-equity grant funding to accelerate the development and deployment of low emission technologies that reduce and remove greenhouse gas emissions from critical hard-to-abate industries such as steel and cement manufacturing, and thermal power generation.

    Benn’s team travel the world in search of coal related projects demonstrating novel technologies to help the achieve carbon neutrality whilst still enabling a low emission future for coal.

    Japan remains Australia’s largest coal trading partner and LETA seeks to collaborate with Japanese businesses to reach carbon neutrality through the application of low emissions technology such as carbon capture, transport, storage as well as the production and usage of low carbon fuels such as hydrogen and ammonia.

    Prior to LETA, Benn spent a decade as an Energy & Natural Resource specialist in KPMG Australia. Through this role, Benn worked with some of the largest mining and energy companies around the world to address their operational and social licence issues.

    Benn has a Bachelor of Business and Bachelor of Economics from The Australian National University.

    Mr. Tsukamoto is a mining engineer who has been keenly developing his capacity and knowledge while serving METI Japan for 33 years where he embarked on his professional career after graduating from Kyushu University. He had been engaging in policy formulation on quite a wide range of subjects from energy, industry to environment, including serving in MMAJ (now JOGMEC)’s Canberra Office. In 2010, he added a new dimension to his career of teaching at the University of Tokyo, Keio University, and Tokyo University of Science and by serving as a high-level advisor for a Japanese electronics company. It is natural that the continued focus of his interest is start-up business support, regional development, and support of manufacturing industries, in addition to advocacy of roles of key fuels in energy transition and innovative formulation of optimal fuel mix.

    He took the current office in 2015 and has been in the position to date. During his tenure, the world has seen tremendous innovation of technologies, and the energy sector is not an exception. He is convinced JCOAL can sustain and further develop its values through working out energy transition related studies and projects for future carbon neutrality with innovative technologies and collaborative frameworks.
